I know that in dual sim cards they automatically divert to each other. But if I buy one in India, one in Australia, and I'm in Australia, will my calls from India still be received if I'm absent from India? Or does my India card have to be set to international roaming?

No, they won't divert.
You'd have to put your Indian sim back into the handset to receive the calls on your Indian # and that service would also have to be provisioned for international roaming) for you to receive those calls whilst roaming in Australia. And vice versa.
