For instance, If I buy a unlocked cell phone, can I just take it to cingular or T-mobile and have them put a sim card in it free of charge...or will it cost money. And do I have to already have done business with them in the past for them to do this?

You can take it to a t-mobile or cingular store, tell them you want to get a pre-pay sim card. Chances are they will give you the sim for free if you also purchase pre-pay minutes and set up a pre-pay account
You should also be able to purchase a blank sim card for about $25.00
You can purchase blank sims off of ebay for a bit less
Reply:you have to have a contract with them for them to put a sim card in it. if you don't have service that you are paying for, a sim card wouldn't do anything.
Reply:No, nothing is free in this world - Cingular charges $ 35 for installing the Sim Card.
Reply:well you can have a unlocked cell phone they dont care they will try and offer you a new one but for a lot of money also the sim card will cost you last time i bought one was for a bout 50 dollars maybe more or less
