That's a SIM copier/backup unit. They have a few uses. Pictures aren't ordinarily stored on a SIM since they only have 32M or 64M of memory. Some phones (mostly Nokias) allow it.

They are mainly used for backing up your phone directory. You can also copy the directory to another SIM. Some also come with decrypting software capable of breaking your SIM's PIN code. Once you do that, you can make functional copies of your SIM that you can install into multiple handsets or aircards. This gives you a backup card if your original is lost, and you can switch between devices without having to move your SIM. The two caveats with this are that it takes a LONG time to break a SIM's PIN and your phone will be out of service while the cracking program is working on it, and once you have the backup SIM you still can't have more then one device on the network at a time. If just saves you the trouble of having to move the SIM. In fact, if you're not careful, you can get your account suspended by accidentally turning two phones on at the same time.

Of course, using any such device is highly discouraged by your carrier, and the manufacturers of all the units warn that their use could damage your SIM and render it unusable, or inadvertently erase your security information.

These devices can be found on Ebay.
